It states "This MOA shall be terminated once the joint operation to respond to the TMT protests has ended, or otherwise upon mutual agreement of the parties." There is no total amount of funds on the resolution. By this time,the COH should know exactly how much is owed. This agreement, as proposed, is more egregious than the original one proposed and rejected by the County Council on December 18 when $LOM was proposed to be reimbursed for up to 5 years. I respectfully recommend and request that the County Council not pass this unless an exact amount owed as of December. 31, 2019 is clearly stated, and it does not allow for future unknown.expenses. The COVID-19 pandemic does not assure that"business as usual"will be conducted. Prior to the Covid threat, there were reports of the project partners disagreeing with plans to proceed in Hawai`i. The TMT project has been, is amd will be majorly impactedby the world recession. Why promote the construction of a project which is not fully funded? This is too risky and unacceptable. • The County Council and Mayor Kim must fully understand that any TMT construction attempts during this pandemic and health crisis is inconceivable, exploitive, dangerous and puts everyone at risk. Be clear that the County Council and Mayor Kim would be held personally responsible for any and all repercussions resulting from any and all construction attempts, should they make the massive and unethical decision to proceed at this time. Therefore, and because of what I have stated herein, the County Council and Mayor Kim must fully oppose any construction attempts by TM.T or any related entity to TMT. Please be pono.
