RESOLUTION NO. 599 20
A RESOLUTION SUPPORTING THE ESTABLISHMENT OF A RESIDENTIAL AND
SMALL BUSINESS RESILIENCY EMERGENCY LOAN PROGRAM IN RESPONSE
TO COVID-19.
WHEREAS, the COVID-19 pandemic is the most serious public health crisis facing
most of our lives, and local,regional, national and global orders to shelter-in-place and shut
down all but essential services has resulted in devastating impacts to our communities and
economy; and
WHEREAS, Hawai`i has experienced a deluge of unemployment claims, with the State
Department of Labor and Industrial Relations reporting 244,330 claims filed between March 1
and April 15, which is approximately 37% of Hawai`i's estimated workforce;and
WHEREAS, a report from the Hawai`i Bankers Association noted that 11,400 local
companies benefited from the U.S. Small Business Administration's (SBA) Paycheck Protection
Program, which represents only 8.59% of the 132,640 small businesses in Hawai`i; and
1 WHEREAS, vulnerable households such as those considered to be ALICE (Asset
Limited, Income Constrained, Employed) and Main Street small business need rapid response
financial support to survive the economic devastation brought by impacts of COVID-19; and
WHEREAS, a suite of emergency relief programs exist for residents and small business,
but are often oversubscribed or applicants do not meet qualifying criteria; and
WHEREAS, the County of Kaua`i announced a multi-sector partnership to offer
emergency loans at 0% interest to Garden Isle residents, where Hawaiian Community Assets and
Hawaiian Community Lending will administer the program and offer financial counseling, and
Hawai`i Community Foundation(HCF) will subsidize the program's interest and fees; and
WHEREAS, during the 2018 Kilauea eruption, HCF established the Island Strong Fund
for each county to mobilize support for disaster readiness, response, relief, and recovery efforts
to strengthen community resilience; and
WHEREAS, it is in the interest of the County of Hawai`i to support the establishment of
a Residential and Small Business Resilience Emergency Loan Program similar to what has been
I developed for Kaua`i County, and to leverage its share of HCF Hawai`i Island Strong Fund to
help finance this program; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
County of Hawaii work with necessary partners to establish a Residential and Small Business
Resilience Emergency Loan Program to support vulnerable households and small business to get
connected to technical assistance, information and obtain critical emergency relief assistance.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Mayor Harry Kim; Deanna Sako, Director of Finance; Diane Ley,
Director of Research& Development; Micah Kane, CEO &President of Hawai`i Community
Foundation; Lahela Williams, Executive Director of Hawaiian Community Assets; and Jeff
Gilbreath, Director of Lending and Development, Hawaiian Community Lending.
