Funds would be used to prevent, prepare,and respond to the impact of the COVID-19 pandemic ****************************************************************************** The Office of Housing and Community Development(OHCD)would like to submit the following supporting information for Council's favorable consideration of Bill 159. Hawaii County will receive a special allocation of$1,543,033 in federal Community Development Block Grant(CDBG-CV)funding to prevent, prepare and respond to the impact of the COVID-19 pandemic from the U.S. Department of Housing and Urban Development (HUD). In order for the County to receive these funds, OHCD must amend the 2015-2019 Consolidated Plan and 2019 Action Plan,which will be presented to Council at the next meeting on May 6, 2020 when we ask you to authorize the Mayor to execute and submit these amended plans to 1-IUD. We are trying to fast track the process which normally takes months so we can quickly expend these COVID-19 funds for those most impacted in our community. In order to expeditiously utilize these funds to meet the urgent needs of Hawaii County in addressing the COVID-19 pandemic,the County will determine how this funding will be used instead of the traditional Request for Proposal solicitations. The County's focus will be to support organizations that provide food to the community and to provide assistance for rent and mortgage payments,all to benefit Low-and Moderate-income persons or groups within the County.
