Re: Provide Funds to the Peoples for Advocacy Trails Hawai`i
The Department of Parks and Recreation wishes to provide $30,000 to the Peoples
Advocacy for Trails Hawai`i (PATH), a 501(c)3 nonprofit organization. The grant will
be used to supplement the funding of Hawai`i County's bikeshare program during the
COVID-19 pandemic.
Enclosed is a resolution authorizing the Department of Parks and Recreation to provide
$30,000 to the PATH organization,pursuant to Hawai`i County Code (2005 Edition as
amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).
The Department of Parks and Recreation requests that this resolution be waived from the
Finance Committee and be placed on the May 6, 2020 Council Agenda in order to
expedite this project. If there are any questions, please do not hesitate to call Reid

A. REQUEST:
Pursuant to the Hawaii County Code section 2-139(a)(3)(A), Council approval is requested for.a grant award
of$30,000 to the Peoples Advocacy for Trails Hawaii, a 501(0(3) organization, for operating expenses
associated with the continued bikeshare program during the COVID-19 pandemic.
B. BACKGROUND AND JUSTIFICATION 'USE ADDITIONAL SHEETS AS NEEDED
The Department of Parks and Recreation would like to provide a$30,000 grant to Peoples Advocacy for
Trails Hawaii. With the onset and continued detrimental impacts of the COVID-19 pandemic, the bikeshare
program has realized a significant loss of revenue. However, because of the importance of the program
which is a source of transportation and exercise for Hawaii residents, PATH,is offering a free 3-month
unlimited 60 minute ride membership to Hawaii Island residents. Grant funding would help cover operating
expenditures including costs for increase santitation and precautionary measures to address the COVID-19
pandemic,
The department requests that,this bill b waived from Finance Committee and proceed directly for Council's ,
review to help expedite this project.

DEPARTMENT OF PARKS AND RECREATION TO AWARD FUNDS TO

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
