Re: Provide Funds to Peoples Advocacy for Trails Hawai`i
The Mass Transit Agency wishes to provide $120,000 to the Peoples Advocacy for Trails
Hawai`i (PATH), a 501(c)3 nonprofit organization. Funds will be used to maintain the
bike share program in Hilo and Kona.
Enclosed is a resolution authorizing the Mass Transit Agency to provide $120,000 to the
PATH organization, pursuant to Hawaii County Code (2005 Edition as amended)
Chapter 2, Article 25, Section 2-139(a)(3)(A).
The Mass Transit Agency requests that this resolution be waived from the Finance
Committee and be placed on the May 6, 2020 Council Agenda in order to expedite the
funding of this project. If there are any questions, please do not hesitate to call Tiffany

A. REQUEST:
Pursuant to the Hawaii County Code section 2-139(a)(3)(A), Council approval is requested for a grant award
of $120,000, to the Peoples Advocacy for Trails Hawaii, a 501(c)(3) organization, to fund the bike share
program in Kona and Hilo. Funds will cover day to day operations and maintenance of the program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Mass Transit Agency would like to provide a$120,000 grant to Peoples Advocacy for Trails Hawaii to
sustain the current bike share program on Hawaii Island. There is a total of eleven (11) stations and ninety
nine (99) bikes in Kona and Hilo. In addition, PATH is moving towards the development of a more robust
membership program that will allow for"non-banked" residents to sign up for a bikeshare membership
without having to use a credit card. - .
The Bikeshare Program also supports the Hawaii County Transit and Multi-Modal Transportation Master
Plan.
The Mass Transit Agency requests that this bill be waived from Finance Committee and proceed directly for
Council's review to help expedite this project. .

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
