March 16, 2020, in order to minimize physical contact and maximize social
distancing, these meetings will not be open to the public.

input via written testimony. To ensure timely delivery to Council Members prior to the meeting, written

Bill 157: AMENDS CHAPTER 23, ARTICLE 2, SECTION 23-10, OF THE HAWAII
COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO
DEFINING, ACQUIRING, AND IMPROVING ALTERNATE, CONNECTIVITY,
EVACUATION, AND MASS TRANSIT ROUTES ISLAND -WIDE
Lists certain private roadways in the Puna district which the County would be required
to acquire and improve to dedicable standards to be used as alternate, evacuation, and
mass transit routes in order to decrease traffic congestion, facilitate connectivity
between subdivisions, and provide emergency access.

contain up to three individual testifiers and shall each be up to three minutes in length. Video
testimony will not be played during the meeting; however, it will be distributed to Council Members
prior to the meeting. The Office of the County Clerk reserves the right to refuse testimony containing
inappropriate content or that is not in compliance with Council Rule 13 (Public Statements and
Testimony).
