Bill 157,Agenda,Committee on Public Works and Mass Transit
To: Council Testimony
Greetings Chair Lee Loy, Vice Chair Kaneali'i-Kleinfelder and members of the conunittee,
I support Bill 157. Details in the bill may be modified, such as giving the Council flexibility by
inserting "may" for "shall" in 23-10(c), but importantly this bill provides a process by which the
Council,Planning Department, and planning committees may take into consideration population
growth and transportation requirements for the purposes of ensuring properly constructed and
maintained evacuation and commuter routes for areas that have seen dramatic development over
the past four decades. Those opposed to this bill may claim that this sets a precedent by which
county government will be expected in the future to take over private development roadways,but
I would argue that one of the county's primary responsibilities is to ensure safe transit for work,
evacuation, and other emergency activities. When this has not been provided as a part of
development, the lack of proper routes needs to be corrected so that they become available for
major population zones on the island.
