To: Council Testimony
1, Minnette Kaikaina, am submitting this written testimony in Support of Resolution No. 568-
20. This Resolution Authorizing The Office of The Mayor To Enter Into A Grant Agreement
With The State of Hawai'i, Pursuant To HRS 46-7, For A Grant To The County of Hawai'i and
the accompanying Communication 855 and Bill 115-Draft 2. These documents are now aligned
and will provide $5,342,262.00 which represents the exact amount owed to the County of
Hawai'i for costs incurred up to December 31, 2019.
1 also want to express how important transparency of our government is to us, the people. I was
appalled at the testimony of Mr. Kamelamela stating that the way the Office of The Mayor and
The State of Hawai'i went into this contract WITHOUT the County Council knowing and seeing
the document after the deal was made is common practice. Then to put it to a vote inspite of the
fact that No documentation was provided after being requested. Thank you to our County
Council for standing up to this inexcusable nonsense. This breach of trust has tremendous
negative impacts on our community. There's someone out there who is hard working,
trustworthy, confident,humble and ready to be compensated well like Mr. Kamelamela.
I strongly urge The County of Hawai'i Administration to follow the law and be transparent
before going into these kinds of agreements. We have no idea how many times this has taken
place prior but it needs to stop. Remember that your constituents, the community should always
be afforded the right to provide input into this decision making processes.
