Please support of Reso No. 568-20, Resolution Authorizing The Office of the Mayor to Enter
into a Grant Agreement with the State of Hawaii Pursuant To HRS 46-7, For A Grant To The
County of Hawaii and the accompanying Communication 855 and Bill 115-Draft 2. These

documents are now aligned and will provide $5,342,262.00 which represents the exact amount
owed the County of Hawaii for costs incurred up to December 31, 2019. A strong message
must also be given that the Hawaii County Administration must follow the rule of law in the
future and seek pennission to enter into such agreements before incurring the cost. This is the
method which provides for the community to provide input into the decision-making processes 1
which govern us.
