Your Committee on Finance, to which was referred Bill 158,reports as follows:
Bill 158, transmitted by Finance Director Deanna Sako, via Communication No. 873 dated April 2, 2020,
adopts a pay plan for persons employed by the County other than those whose pay is otherwise provided
for, designates payroll periods, pay days, prescribes requirements with respect to official fidelity bonds,
and repeals Ordinance No. 19-68 and all amendments thereto, said ordinance to be known as the Salary
Ordinance of 2020.
This bill establishes rates of compensation for appointed employees in the Legislative Branch and the
Office of Housing and Community Development, the County Physician, and Student Helpers and Senior
Community Services Aids for various County agencies.
County Clerk Jon Henricks provided a brief explanation, noting that pay rate changes only affect the
Audit Analyst and the Administrative Assistant to the County Clerk positions.
Pursuant to Hawai`i County Charter Section 3-13, all persons employed by the county, except those
whose pay is otherwise provided for, shall be paid in accordance with a pay plan enacted by ordinance.
Your Committee on Finance is in accord with the purpose and intent of Bill 158 and recommends its
passage on first reading.
