RESOLUTION NO. 608 20j
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
MEDIATION, INC., FOR ITS RAPID RESPONSE LANDLORD TENANT MEDIATION
PROGRAM.
WHEREAS, Big Island Mediation, Inc., doing business as West Hawaii Mediation
Center (WHMC), is a 501(c)(3) nonprofit organization whose mission is to empower individuals,
organizations, and communities to deal with conflict by providing mediation, facilitation, and
education services; and
WHEREAS, Ku`ikahi Mediation Center and WHMC are the only two nonprofit
community mediation centers in Hawaii County that are contracted with the Hawaii State
Judiciary to provide a variety of court-referred mediation services in district, family, circuit
courts, and communities; and
WHEREAS, the Rapid Response Landlord Tenant Mediation program is a joint venture
by Ku`ikahi Mediation Center and WHMC, which offers free sessions of landlord-tenant
mediation to help resolve issues related to COVID-19 disruptions or other challenges; and
WHEREAS, Big Island Mediation, Inc., is requesting funds for advertising and other
expenses related to its Rapid Response Landlord Tenant Mediation program; and
WHEREAS, the Office of the Prosecuting Attorney supports this outreach effort as it
falls within its policy to promote, perpetuate, and encourage collaboration in the community
while providing a safe environment and supporting the welfare of the public; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to Big Island Mediation, Inc., to provide assistance for
expenses associated with its Rapid Response Landlord Tenant Mediation program.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
