RESOLUTION NO. 609 20
A RESOLUTION TRANSFERRINGIAPPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
MEDIATION, INC., TO ASSIST WITH EXPENSES RELATING TO ITS RAPID
RESPONSE LANDLORD TENANT MEDIATION PROGRAM DUE TO THE COVID-19
PANDEMIC.
WHEREAS, Big Island Mediation, Inc., dba West Hawaii Mediation Center(WHMC)
is a 501(c)(3) nonprofit organization whose mission is to empower individuals, organizations,
and communities to deal with conflict by providing mediation, facilitation, and education
services; and
WHEREAS, the Rapid Response Landlord Tenant Mediation program is a joint project
launched by WHMC and Ku`ikahi Mediation Center that provides conflict prevention and
resolution services to commercial and residential landlords in West Hawaii due to the COVID-
19 pandemic; and
WHEREAS, Big Island Mediation, Inc., is requesting funds to assist with advertising
costs and other expenses related to the Rapid Response Landlord Tenant Mediation program; and
WHEREAS,the Office of the Prosecuting Attorney, due to the COVID-19 pandemic,
supports identifying areas of need and working collaboratively with nonprofits to address needs
of the community; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to Big Island Mediation, Inc., for expenses related to its
Rapid Response Landlord Tenant Mediation program.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
