Re: Office of Housing and Community Development Consolidated/Action Plans
The Office of Housing and Community Development is required by the United States
Department of Housing and Urban Development (HUD)to submit an Annual Action Plan
in order to receive funding from the HOME Investment Partnerships Program (HOME),
Housing Trust Fund(HTF) and Community Development Block Grant(CDBG).
Enclosed is a resolution approving and amending the 2015-2019 County of Hawaii
Consolidated Plan and 2019 Annual Action Plan and to authorize the Mayor to execute
and submit the amended plans to HUD.
We respectfully request that this resolution be waived from the Finance Committee and
be introduced on the floor at the May 6, 2020 Council meeting in order to be reviewed
concurrently with a bill to appropriate funds from the Community Development Block
Grant(CDBG-CV) based on the CARES Act in relation to the COVID-19 pandemic and
expedite the receipt of funds. If there are any questions, please do not hesitate to call

A. REQUEST:
Please submit a resolution to authorize the Mayor of the County of Hawaii, or in his absence his authorized
representative, to execute and submit the amended 2015-2019 Consolidated Plan and its 2019 Action Plan
and all other related documents to the U.S. Department of Housing and Urban Development(HUD)for the
CDBG and HOME investment Partnerships Program (HOME) and National Housing Trust Fund (HTF)
Programs.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
The concurrent appropriation of the CDBG-COVID 19 allocation anticipated to be received by the Office of
Housing and Community Development(OHCD) requires an amendment to the County's 2015-2019
Consolidated Plan and its 2019 Action Plan in order to expend the funds. These funds will be utilized to
respond to the growing effects of the historic public health crisis of COVID-19. The amount is a special grant
allocation provided to the county based on the CARES act authorized by the Coronavirus Aid, Relief and
Economic Security Acts (CARES Act), Public Law 116-136, which was signed by President Trump on March
27, 2020 to respond to the growing effects of the historic public health crisis.
OHCD anticipates to receive an allocation from the U.S. Department of Housing and Urban Development for
the period July 1, 2019 to June 30, 2020 for CDBG COVID-19. The $ 1,543,033 will be used to prevent,
prepare and respond to the impact of the coronavirus. These funds will be used to meet the urgent needs of
Hawa'ii County and to meet the needs of low-and moderate-income persons.
The amendment to the 2015-2019 Consolidated Plan and its 2019 Action Plan reflects these additional funds
and the plan to expend these funds in order to respond to the the impact of the coronavirus.

FUND AND AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE
AND SUBMIT THE AMENDED CONSOLIDATED PLAN AND ANNUAL ACTION PLAN
AND ALL OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
