Subject: HSAC Executive Committee Meeting -July 9, 1999
The following highlights of [he HSAC Executive Committee meeting of July 9, 1999 are hereby submitted.
The Secretary's Minutes of the Executive Committee of June 24, 1999 were approved and placed on file (Attached for
infornation).
There were no Treasurer reports.
Under NACo and WIR Reports, President Mansho offered [he assistance of [he Executive Committee in obtaining
sponsors for the WIR 2001 Conference on the Big Island.
Under New Business, all four counties expressed their support for Kenneth Mayfield, Commissioner, Dallas County,
Texas as their choice for the office of NACo Second Vice President.
Finally under New Business, the Executive Committee had a discussion on the potential effects of the Governor's line
item veto of SB I S l8 relating to collective bargaining agreements. It was also reported that the Boazd of the
Employees Retirement System is scheduled to meet to discuss these matters at lpm. No action was taken on this
matter as it was not formally agendized. The discussions, nonetheless, were very informative.
The next meeting of the HSAC Executive Committee is planned for 10 am, August 27, 1999 at Honolulu Hale.

I. CALL TO ORDER
The Hawaii State Association of Counties (HSAC) Executive Committee
was called to order by President Rene Mansho at 10:00 a.m. The
following members comprised a quorum:
City and County of Honolulu: President Rene Mansho
Staff Andrew Sekine
County of Hawaii: Vice President AI Smith
Staff Gerald Monden
County of Kauai: Alternate Billy Swain
Staff CyndiAyonon
County of Maui: Secretary Dennis Nakamura
Staff Roy T. Hiraga
II. EXECUTIVE COMMITTEE MEETING MINUTES
The minutes of the May 11, 1999, meeting of the HSAC Executive
Committee were approved.
III. TREASURERS' REPORTS
The Treasurers' Reports for the months of March, April and May 1999,
were approved.
IV. REPORTS
A. Executive Committee Reports
The following report was received and placed on file:
1. Report from HSAC Secretary Dennis Y. Nakamura
s•'r, dated May 21, 1999, pertaining to the presentation of
HSAC Executive Committee

the proposed slate of officers to the respective
councils.
B. County Reports
The following reports were received and placed on file:
1. Report from Kauai County Clerk Peter Nakamura
dated June 8, 1999, pertaining to the approval of the
proposed slate of officers to the HSAC Executive
Committee and other appointments for Fiscal Year
1999-2000; and
2. Report from Hawaii County Clerk AI Konishi dated
May 19, 1999, pertaining to the approval of the 1999
HSAC Fiscal Year 1999-2000 annual budget.
C. NACo Reports
HSAC Secretary Nakamura noted that the National Association of
Counties (NACo) Board of Directors had unanimously approved the
proposal submitted by the State of Hawaii to host the NACo Annual
Conference in the year 2005.
D. WIR Reports
HSAC President Mansho noted that the 2001 Western Interstate
Region (WIR) Conference would be hosted by the County of Hawaii
at the Hilton Waikoloa Village.
V. UNFINISHED BUSINESS
A. HSAC Annual Budget
Your Committee noted that the Honolulu City Council approved a
variation of the proposed HSAC Fiscal Year 1999-2000 annual
budget that was presented to the member counties. Your
Committee also noted that the County of Hawaii, the County of
Kauai and the County of Maui had approved the proposed annual
budget in its original form. Further, your Committee noted that the
HSAC Bylaws state that "the corporation may modify, but shall
adopt, the budget at its annual meeting." Accordingly, the matter
was received and placed on file.

B. Proposed Slate of HSAC Officers for Fiscal Year 1999-2000
Your Committee noted that all four member counties had approved
the proposed slate as follows:
1. Rene Mansho President
2. AI Smith Vice President
3. Ronald Kouchi Treasurer
4. Dennis Nakamura Secretary
Accordingly, the matter was received and placed on file.
C. Nominees to NACo and WIR Boards of Directors
Your Committee voted to approve the following nominees and
submit same for appropriate action to the HSAC general
membership:
Ronald Kouchi NACo Board (HSAC Representative)
Dennis Y. Nakamura NACo Board (Minority-At-Large)
Rene Mansho WIR Board (HSAC Representative)
VI. NEW BUSINESS
A. NACo Special Membership Promotion
The letter from NACo Executive Director Larry E. Naake, dated
April 5, 1999, transmitting a check in the amount of $2,000 because
HSAC achieved a 100% participation level for all counties within the
State was received and placed on file.
B. Public Access Television Issues
Your Committee noted that this matter would be discussed at a
future meeting.
VII. COMMUNICATIONS
No communications were received.
VIII. ANNOUNCEMENTS
President Mansho noted that the next Executive Committee
meeting would be held on July 9, 1999, in Honolulu.
