Hawaii County will receive a special allocation of$1,543,033 in federal Community Development Block Grant (CDBG-CV) funding as part of the CARES Act to prevent,prepare j and respond to the impact of the COVID-19 pandemic from the U.S. Department of Housing and Urban Development (HUD). In order for the County to receive these funds, OHCD is required to amend the 2015-2019 Consolidated Plan and 2019 Action Plan and ask that Council authorize the Mayor to execute and submit these amended plans to HUD. In order to expeditiously utilize these funds to meet the urgent needs of Hawaii County in addressing the COVID-19 pandemic, the County has determined how this funding will be used and is focusing on supporting organizations that provide food to the community and provide assistance for rent and mortgage payments, all to benefit Low- and Moderate-income persons or groups within the County. OHCD posted a public notice of the selected projects on April 26, 2020 with a reduced 5-day public comment period approved by HUD, which ended on May 4, 2020. OHCD did not receive any comments. Fate MAY EQUAL HOUSING OPPORTUNITY Chair Chung and Hawaii County Council Members May 5, 2020 Page 2 Projects are summarized below: Project Name CDBG-CV-The Food Basket Pandemic Emergency Food Program Funding CDBG-CV: $643,000 Description The non-profit The Food Basket will utilize CDBG-CV funds to lease and purchase vehicles and food, distribute and deliver food as well as provide meals to over 150 food partner agencies who serve the County's vulnerable populations (homeless, elderly, children and households living in poverty)through its feeding programs. The Food Basket also implemented a new drive-through `Ghana Food Drop program which partners with local farmers, organizations and distributors to provide and deliver food and prepared meals to low and moderate income communities located in low and moderate income census tracts. Project Name CDBG-CV-Ho e Services Emergency Rent and Mortgage Assistance Program Funding CDBG-CV: $300,000 Description The non-profit Hope Service, Hawaii will partner with the County of Hawaii to utilize CDBG-CV funds to assist and service low and moderate income households who have been impacted by Covid-19 for emergency rent or mortgage payment assistance. Eligible applicants must be impacted by Covid-19,meet household income limits below 80%AMI and cannot be receiving other federal housing subsidies. Assistance will be capped at $2,000 per household. Project Name CDBG-CV-Boys and Girls Club of the Big Island-Meal Preparation and Delivery Funding CDBG-CV: $200,000 Description The non-profit Boys and Girls Club of the Big Island(BGCBI)will utilize CDBG-CV funds to purchase food supplies and equipment necessary to prepare food for meals at their Hilo and Kona certified kitchens to serve the vulnerable populations (homeless and poverty level household families, elderly and children living in poverty). BGCBI will also lease or purchase vehicles to deliver the prepared meals to persons and households residing rural communities in low and moderate census tracts. Project Name CDBG-CV-Hawaii County Economic Opportunity Council-Meal Preparation and Delivery Funding CDBG-CV: $150,000 Description The non-profit Hawaii County Economic Opportunity Council(HCEOC)will utilize CDBG-CV funds to purchase food, equipment and supplies necessary to prepare and deliver meals for seniors and disabled persons in the County who are referred to HCEOC through programs who are assisting and service seniors and the disabled population.
