Re: Provide Funds to Hawaiian Community Assets
The Department of Research&Development wishes to provide $250,000 to Hawaiian
Community Assets, a 501(c)3 nonprofit organization. The grant will be used to provide
emergency relief to residents and small businesses who have been impacted by the
COVID-19 pandemic.
Enclosed is a resolution authorizing the Department of Research& Development to
provide $250,000 to Hawaiian Community Assets,pursuant to Hawai`i County Code
(2005 Edition as amended) Chapter 2, Article 25, Section 2-1.39(a)(3)(A).
The Department of Research&Development requests that this resolution be waived from

Finance Committee and be placed on the May 6, 2020 Council agenda and that the 5-day
hold be waived in order to expedite this process. If there are any questions, please do not

Resolution authorizing the County to enter into an agreemenwith Hawaiian Community to provide
emergency relief to residents and small businesses who have been impacted by the D'19
pandemic.
The Department wishes to waive Committee and the 5-day holdover period to expedite this agreement.
B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS ASN NEEDED):
Thehasnstay-at-home orders for most
residents and forced the majority of businesses to close their
have devastated families becauseof the loss of paychecks and business owners'revenues hitting zero

within days. Federal and State programs have been lifted up to assist families and business owners, but
some are not able to qualify or program benefits are slow to arrive in bank accounts. Families and business
owners are desperate to put food on the table;

Hawaiian Community Assets will facilitate a program to assist families and small businesses;thus, help
support the vulnerable in the community and allow for those impacted to receive critical technical and
emergency relief assistance.The County of Hawari, Department of Research and Development seeks to
provide a grant of$250.000 to Hawaiian Community Assets for COVID-19 Emergency relief for impacted
residents and small businesses.

RE: Resolution No. 627-20 : RESOLUTION AUTHORIZING THE
DEPARTMENT OF RESEARCH AND DEVELOPMENT TO AWARD FUNDS TO
HAWAIIAN COMMUNITY ASSETS.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
