Re: Agreement with State of Hawai`i and United States Department of Defense
Enclosed is a resolution to enter into an agreement with the State of Hawai`i, Office of
Enterprise Technology Services (ETS) and the United States Department of Defense,
Office of Homeland Security for IT strategic planning and roadmapping consulting
services. The IT strategic plan and roadmap will provide benchmarking and gap analysis
in a visual interface to help the Department of Information Technology transition from
reactive to proactive support for the County of Hawaii.
The Department of Information Technology requests that this resolution be waived from
Finance Committee and be placed on the May 20, 2020 Council agenda in order to
expedite the process. If there are any questions, please do not hesitate to call Jules Ung,

REQUEST FOR COUNCIL ACTION

A. REQUEST:
Approval is requested to enter into an agreement with State of Hawaii Office of Enterprise Technology
Services (ETS) and the Department of Defense Office of Homeland Security to initiate a contract on behalf of
The Hawaii County Department of Information Technology for IT Strategic Planning and Roadmapping
consulting services.
Requesting a Finance Committee Waiver as the project will be funded by the Department of Defense and not
impact DIT's budget. We would also like to expedite the contract routing and get started on the IT Strategic
Plan as soon as possible.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The consultant will provide the framework and methodology, while County staff(from the end user level to
department heads)will provide the content and direction of the roadmap. Areas of focus will include:
> Manage & Improve Core IT Processes
> Faster& More Effectively Complete our Technology Projects
> Train & Develop our IT leadership Team
> Build a Data-Driven IT Strategy
> Develop a Step by Step Program to Systematically Improve IT Performance
As a product of the IT Strategic plan, and the virtual workshops with multi-agencies County-wide, our goal is
to identify and define departmental business process in order to support more efficient workflows for both
behind the scenes as well as for public facing services.
The IT Strategic Plan and Roadmap will provide benchmarking and gap analysis in a visual interface to help
DIT transition from reactive to proactive support for the business processes, end users, and decision makers
of the County.

RE: Resolution No. 620-20 : RESOLUTION AUTHORIZING THE
OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE
STATE OF HAWAI`I, OFFICE OF ENTERPRISE TECHNOLOGY SERVICES
AND THE UNITED STATES DEPARTMENT OF DEFENSE, OFFICE OF
HOMELAND SECURITY.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
