Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi-year,agreement with David Corporation for software maintenance and user support. The
Department of Human Resources, Workers' Compensation Division currently utilizes David
Corporation's Ventiv claims software for claims management. The Department would like to
enter into a three (3) year agreement to secure a lower pricing.
The Department of Human Resources requests that this resolution be waived from Finance
Committee and be placed on the May 20, 2020 Council agenda in order to expedite this process.

A. REQUEST:
Approval to enter into a three (3) year software maintenance and user support agreement with David
Corporation.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Human Resources Workers' Compensation Division currently utilizes David Corporation's
Ventiv Claims software (formerly called NavRisk) for workers' compensation claims management. To
leverage a lower cost for maintenance and user support, we would like to enter into an agreement for three
years. The fee for each contract year will be billed on an annual basis, totaling $12,269 for year one,
$12,882 for year two, and $13,526 for year three. The total cost for the three year contract will be $38,678.
We request to waive Finance Committee as this contract needs to fully executed prior to July 1, 2020.

RE: Resolution No. 621-20 : RESOLUTION AUTHORIZING THE
PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN
ONE FISCAL YEAR FOR A MULTI-YEAR AGREEMENT FOR SOFTWARE
MAINTENANCE AND USER SUPPORT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
