Re: Operating Budget -
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $3,970,683 into the Fire EMS and General Fund Retirement Benefits accounts.
The EMS Provider contract between the County of Hawaii and the State of Hawai`i,
Department of Health Emergency Medical Services and Injury Prevention System Branch
(EMSIPSB) was increased due to collective bargaining and other operating expenditure
increases in FY 2019-2020.
Due to the urgent need to utilize these funds, the Hawaii Fire Department requests that a
breach be authorized to submit this bill after the May 1, 2020 submission deadline, and to
waive it from the Finance Committee in order to be placed on the May 20, 2020 Council

A. REQUEST:
Amend Ordinance No. 19-73, Operating Budget, General Fund by increasing appropriation as follows:
Revenue: 010.3304.02 State EMS - $3,970,683.00
Expenditures: 010.221.5221.51.011 — Fire EMS S&W- $2,943,581.00
010.221.5221.56.458 — Fire EMS Rescue Equipment-$7,500.00
010.901.5902.17.341 — Fringe Benefits- ERS Contribution - $1,019,602.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The EMS Provider contract between the County of Hawaii and the State of Hawaii, Department of Health
Emergency Medical Services and Injury Prevention System Branch (EMSIPSB) was increased due to.
collective bargaining and other operating expenditure increases in FY 2019-2020.
Being that this is an increase in existing contract, the Department is requesting a waiver from Finance
Committee hearing.
The Department is also requesting a breach so that it will be placed on the Council's agenda for its
May 20, 2020 meeting.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
