The funds will be used for Housing Assistance Payment subsidies for eligible participants and to cover various expenses due the COVID-19 pandemic. In the current fiscal year's budget, $19,227,430 is appropriated for this'grant. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional funds into the Office of Housing and Community Development's Voucher Rental Subsidies account, bringing the total grant appropriation to $19,727,430. The Office of Housing and Community Development is requesting that this bill be waived from Finance Committee and be placed on the May 20, 2020 Council agenda to expedite the receipt of these funds. The Office of Housing and Community Development is requesting the appropriation of$500,000 to the Housing Choice Voucher Program (Account Number 152.3301.54). This amount represents COVID 19 HAP additional increase in revenues received from the US Department of Housing and Urban Development (HUD) to be used for Housing Assistance Payment subsidies, and is to cover the expenditures account number 152.461.5466.30.371, Voucher rental subsidies. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The increase in appropriation reflects the updated allocation to be received from the U.S. Department of Housing and Urban Development for the period July 1, 2019 through June 30, 2020 for the Housing Choice Voucher HCV (Section 8 program). The$500,000 is to be used for payment of rental assistance for eligible participants in the program. OHCD.expects to expend this allocation by June 30, 2020. This increase is to reflect more closely the anticipated Section 8 Program funding the County is to receive for the fiscal year for increasing rental assistance for eligible participants due to the Covid-19 crisis.
