These funds will be used to support the Hawai`i Fire Department's Child Passenger Safety program. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $16,586.82 grant. The Hawai`i Fire Department is requesting that this resolution and bill be waived from Finance . Committee and be placed on the May.20, 2020 Council agenda to expedite the receipt of these funds. REQUEST: Please prepare a resolution to accept a grant from the State of Hawai'i, Department of Transportation, and also please appropriate $16,586.82 to the Child Passenger Safety Program account number 010.221.5228.28.480 and to the Child Passenger Safety revenue account 3309.52. Being that the grant has been awarded, the Department is requesting that the Finance committee be waived. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The objective of the Hawai'i Fire Department's Child Passenger Safety (CPS) program is to increase awareness, educate, and ensure the proper use of Child Safety Seats by conducting free CPS inspection clinics at various Fire Stations and locations throughout Hawai'i Island. The Department's ultimate objective is to reduce the number of children who are being injured or killed in vehicle crashes each year due to the, improper use or complete failure to use child safety seats. Bill No. 167 : AN ORDINANCE TO AMEND ORDINANCE NO. 19-73, AS AMENDED,THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2020. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
