Subject: 2000 HSAC Legislative Program
Attached for your review and consideration, is the proposed 2000 HSAC Legislative Policy
Statement. This Policy Statement is identical to the 1999 HSAC Legislative Program Policy
Statement that was adopted by the counties last year. The policy statement provides general
guidance and authorizes the HSAC Executive Committee to testify on behalf of HSAC on matters
in the HSAC Legislative Package. It is recommended that the Hawaii County Council approve the
proposed 2000 HSAC Legislative Program Policy Statement (attached for information, Action
Requested).
Also submitted for your review is the proposed 2000 HSAC Legislative Program Schedule. This
schedule is presented as a guide to members. It can be amended or refined, but need not be
formally adopted (attached for information).
Finally, members from each of the counties are requested to submit legislative proposals for
inclusion in the 2000 HSAC Legislative Package through their respective County Councils. It is
recommended that your proposals be forwarded to me at your earliest convenience. I would like to
begin processing your proposals through the Hawaii County Council during September. Please
keep in mind that all four counties need to review each proposal before it can be included in the
HSAC Legislative package.

Please and attached a draft 2000 HSAC Legislative Program Policy Statement that is
based an the ? They Statement adopted by HSAC for the 1999 legislative session. The HSAC
Executive Cor unittee must officially approve the Statement. Please ask your Council to take
appropriate ac' -ion on this item.
Please also find attached a 2000 HSAC Legislative Program Schedule. The Schedule is
presented for information only. No action by the Executive Committee is required.
Please also begin the solicitation of proposals from your Council for the 2000 Legislative
Package. Yot.r cooperation would be much appreciated.

2000 HSAC Legislative Program Policy Statement
The Hawaii Stale Association of Counties (HSAC) shall be guided by the following policies
during the 200f legislative session;
1. The Executive Conmlittee shall determine the strategy for )-ISAC's efforts before the
leglslatiu~e.
2. .4n HS~~C offrcer or designee shall testify before the Legislature on proposals in the 2000
HSAC ::.egislative Package.

2000 HSAC Legislative Program Schedule
August 1499 Solicit proposals for inclusion in the 2000 HSAC Legislative Package.
Transmit the 2000 HSAC Legislative Program Policy Statement to the
councils for review and approval.
Notify the councils of tl,.. 2000 HSAC Legislative Program Schedule.
September 1999 Councils gather proposals for 2000 Package.
Councils transmit proposals to the Executive Committee.
Councils review the 2000 Legislative Program Policy Statement.
October 1999 Executive Committee receives proposals for 2000 Package from councils.
Executive Conunittee transmits proposals to all councils for review and
approval.
Executive Committees receives eotnntents on 2000 Policy Statement.
Tf necessary, Executive Committee revises Policy Statement and hansmits
to councils.
November 1999 Councils approve proposals for 2000 Legislative Package.
Councils approve 2000 Policy Statement.
December 1995 Executive Conunittee recot?unends 2000 Legislative Package anal Policy
Statement to Genera] Membership.
General Membership reviews and approves 2000 Legislative Package and
Policy Statement.
January 2000 President causes proposals in 2000 Legislative Package to be introduced.
Staff prepares testimonies on Package proposals.
Jan. - Apri120G0 Monitor Package proposals and other measures, testify as necessary, and
provide Package status updates.
