Re: Provide Funds to Malama '0 Puna
The Department of Research&Development wishes to provide $50,000 to Malama '0
Puna, a 501(c)3_nonprofit organization. The grant will be used to provide access to lava
locked farms east of Nanawale where access was cut off by the 2018 lava flow.
Enclosed is a resolution authorizing the Department of Research& Development to
provide $50,000 to Malama '0 Puna,pursuant to Hawai`i County Code (2005 Edition as
amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).

A. REQUEST:
A Resolution authorizing County (via R & D) to enter into a Memorandum of Agreement with Malama '0
Puna to provide funding from Ordinance 19-22 to open access to farms east of Nanawale whose access
were cutoff by the 2018 lava flow.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii County Code (2005 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A)
states grant awards in excess of$25,000 to nonprofit organizations shall specifically identify the organization
receiving the grant funds and the purpose for which the grant funds shall) be used in an ordinance or
resolution. R&D is requesting that the Council approve a resolution authorizing R&D to enter into an
agreement with Malama '0 Puna, a 501(c)(3) organization for the purpose of funding its program, "Access to
Farms East of Nanawale".
This proposal is for$50,000.00 and would be used to hire a contractor to open roads leading to agricultural
lots located east of Nanawale and reimburse contractor for work already done in preparation to open the
road. Approximately 1,074 acres of agricultural lands are lava locked, including 700 acres of prime papaya
lands. Access will allow producers to restore the productivity of their farms and greatly increase the acreage
for papaya production.
Funds are from private sources for 2018 lava disaster relief, account 010.911.5913.46.
