Honestly at first down sizing Sounded Great. 45 Single Family Residential units. But, looking into this project, the Traffic is of huge concern. To delete the condition of Ordinance 94-124 and that any New condition requiring a final subdivision deadline extend to 10 years. New? This need to be explained.This ordinance was 26 years ago. (H) For the portion of the subject property east(mauka) of the proposed Alii Highway, NO BUILDING PERMIT(S)FOR THE MULTIPLE FAMILY RESIDENTIAL ZONED AREA OF THE SUBJECT PROPERTY/AND OR FINAL SUBDIVISION APPROVAL FOR THE SINGLE FAMILY RESIDENTIAL ZONED ARE OF THE SUBJECT PROPERTY, SHALL BE ISSUED UNTIL FUNDING FOR THE CONSTRUCTION OF THE ENTIRE LENGTH OF THE ALII HIGHWAY (TO BE APPROXIMATELY 5.6 MILES) HAS BEEN COMMITTED. This project is in the Special Management Area, and with this said, traffic issues can be a basis for denying an application, if the traffic would hamper the ability to Evacuate a Tsunami Hazard Area. The last Tsunami warning, we could not escape Alii Drive. All of Kuakini Traffic, Blocked each intersection. Traffic went to a Dead Stop. Police called it Bottle Necked. An EA comment from this incident, Police Department recommended in response to early consultation on the EA AGAINST any FURTHER DEVELOPMENT IN THIS AREA UNTIL THE ALII HIGHWAY IS OPEN TO TRAFFIC". We were fortunate, the Tsunami did not occur, or many would have died. I went to the Traffic meeting to discuss this, and I was told to my face, if you think you will stop a development because of traffic, it will never happen. Oh Tsunami, it hardly happens. ( Ken Obenski sent an email "Lack of support from the County and State has made the meetings FRUITLESS" October 10, 2019. Attached is a letter I wrote, and right before this Covid 19 stay home, I received an email from Ken, that the assistant Police wanted to meet with my concerns. There is hope : ) Right now any earthquake, I literally get in my car and start driving up the hill. The deleted of the entire Ordinance that was not complied, and therefore 26 years after the fact, it should be rezoned back to the original zone of Unplanned. See Page 14. If BNP wanted to downsize, a Special Management Permit should be applied for and submit an EA, and Cultural Assessment as well. Also, a current traffic study. Much has changed 26 years later. For instance our Water, many of the pumps are still not operating in this area. Not so long ago, we were told to conserve, and the Water department was over pumping the ones that worked. It caused our drinking water to be of high salinity. My faucet filled with sand. The Leeward Planning Commission on February 20, 2020 approved 42 single family residential units ( as this allows Ohana, double the units total 84). This property is located at the corner of Kuakini Highway and La'aloa. The traffic study was 2016, the traffic was F at peak hours, Ali'i Drive, La'aloa, up to Kuakini Highway. There were only 3 testifiers against, so it passed unanimously. It now moves to the County Council/ TBA. This is in the Special Management Area, and in an emergency situation, how will everyone of this area evacuate in 5 to 30 minutes? This subdivision has requested to Delete the December 2015 Ordinance 94-124 Condition H, which "Prohibits the issuance of building permits and/or final subdivision approval on parcels TMK 3-7-7- 008:120 & :124 until funding for the construction of the Entire length of Ali'i Highway has been committed." I would encourage anyone who cares about our emergency evacuation, and traffic jams to show up to these meetings. Public input is important, or write testimonies if you are unable to attend. Our lives matter, and infrastructure is priority before approval of any major developments. Kuakini Highway needs to be widened now. The earthquake of October 15, 2006 had a focal depth of 29 Km which was rather deep to generate a tsunami.Also the afteschock distribtution indicates that most of the crustal movement occured on land along and under the Northwest rift zone of the Hualali volcano.The offshore crustal displacements were not Targe enough to generate a tsunami of any significance.The magnitude of the earthquake was 6.7 which is rather marginal for tsunami generation. However, it should be emphasized that a shallow crustal earthquake of 6.7 magnitude(or greater),near the volcano's decollement region (possibly at a depth of about 8-10 km)-which may involve flank failure-has the potential to generate a significant and potentially dangerous tsunami that could affect, not only the island of Hawaii but also the other Hawaiian islands.
