RESPONSE TO QUESTIONS ON ORDINANCE BILL TO RESURFACE VARIOUS
PUNA ROADS & ORDINANCE BILL TO REALIGN THREE SECTIONS OF
HIGHWAY 137

Tvler Questions
1) Q Are all roads County roads?
A Yes, we checked our records and all roads aze owned and maintained by the County.
2) Q Where is the $125,000 unalloted fund transfer from the Highway Fund from? Are the
funds for the Puna district?
A These were FEMA Disaster Relief funds which were provided as reimbursement for
Puna Road District expenditures during the Kilauea eruption between 12/1/90 and
5/31/91. Ordinance 92-57, designated $125,000 to be used for improvements to
Pohoiki/Kapoho Beach Road.
3) Q Where did the $ 41,000 in private contributions come from?
A Instead of making road improvements to Pohoiki Road, subdividers made contributions
per agreements with Planning. The funds are designated for the improvement of
Pohoiki Road, which is part of this project.
4) Q Will funds be used from the Geothermal Asset Fund?
A No, our claim to the Planning Commission was withdrawn on August 19, 1999.
Jacobson Questions
1) Q What is the difference between County owned and County maintained roads?
A Except for Hawaiian Homes roads, if the County maintains a government road, we
consider it a county owned road. All roads to be resurfaced are County owned and
maintained.
2) Q How many people does the Kiula Homestead Road serve? Have the residents requested
this project?
A Based on discussion with the Puna District Highway Maintenance Division, this road
does not serve a lot of people but it is a road that requires a lot of maintenance. On the
average, they need to regrade the road with base course every three months.
3) Q Is the resurfacing project a legitimate use for FEMA funds?
A Yes. Because the on-going lava flow prevents us from restoring roads in the lava
impacted area, on August 16, 1999, FEMA approved our request for this resurfacing
project in order to avoid losing federal disaster repair funds.
4) Q Are the trees on Pohoiki Road going to be cut?
A No, this is a resurfacing project and no trees on this road will be cut.
