Page 4 Hawaii County Council -39 BILLS FOR ORDINANCES (FIRST READING) May 13, 2020 Bill 165: AMENDS ORDINANCE NO. 19-73, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2020 Increases revenues in the Federal Grants — Housing Choice Voucher Program account ($500,000); and appropriates the same to the Voucher Rental Subsidies account, for a total appropriation of $19,727,430. Funds would be used for housing assistance payment subsidies for eligible participants and to cover various expenses due to the COVID-19 pandemic. Page 5 Hawaii County Council -39 May 13, 2020 Bill 169: AMENDS CHAPTER 19 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), ARTICLE 6, BY ADDING A NEW SECTION TO CREATE TWO TIERS FOR THE RESIDENTIAL CLASS; AND ARTICLE 11, SECTION 19-90, BY ADDING A NEW SECTION AUTHORIZING COUNCIL TO SET TAX RATES FOR EACH TIER, RELATING TO REAL PROPERTY TAX Establishes two tiers of tax rates for properties classified as Residential; Residential Tier One Property and Residential Tier Two Property. Residential Tier Two property tax rates would apply to properties in the Residential class with an assessed value of $2 million or more that are not receiving a home exemption, or properties in the Residential class that are vacant land with an assessed value of $2 million or more.
