STATE
HIGHWAYS
The primary merits ofBill 169are that it begins toaddress the
growing revenue challenges ofbalanced budget for the County, mywmv«mASTERS wu $12,3u !
and that its application exempts property owners whose CLIMATE CHANGE HEALTH CAREUNFVNUED

home exception status. Therefore, itdoes not place anundo `
economic burden onthe full time residents ufHawaii Island,
some which may befacing economic challenges oftheir own,
regardless ofthe County-assessed property tax valuation.
The primary problems with Bill 169are tmo-fo|d.
FUTURE
GOVERN
First, it establishes an arbitrary cut-off between non-exempt
property owners below$2K4property valuation and owners
with tax-assessed residential properties above$2M.
Second, Bill 16gdoes not gofar enough. |tshould apply toall
(non-exempbon) residential properties, i.e., residential
properties which do not house primary(full time) residents
who are located ondesignated agricultural land.
