I am writing to ask that you deny approval of Bill 160.
I am a member of the Kona Community Development Plan Action Committee though I speak only for myself
regarding this project. Unfortunately, our group has been unable to meet, which is at least one reason why I and
other members of the committee may not have seen or commented as a group on this planned development
which will impact far more lives than those in the proposed subdivision.
My primary reason for opposing the project is that it doesn't appear to take the Kona Community Development
Plan into account, including, and particularly, its concurrency standards. Those standards were top dog on the
community's directive for improved land use planning, equal only to the goal of protecting coastal and other
natural open space.
The traffic on Kuakini Highway at the intersection of this property, no less connected north and south to it, is
abominable (except during a pandemic). Many of the people affected by that snarl-up are those trying to go to
and from their jobs, while far too many are of those coming to and from their Air B and B's of which there may
be more if this subdivision moves forward. But I digress... However, without AIN Parkway underway, no less
finished, or even meaningful parts of it existing to connect and allow better flow through this area, denial of
permitting for this project seems a no brainer.
Other testimony has mentioned water issues (faulty pumping stations) and public safety, including fire and
tsunami access, so I won't reiterate. But only after adequate infrastructure (particularly roadways) are built and
KCDP guidelines followed, should a new, more appropriate proposal be considered for this location.
Mahalo for not jumping the gun on development while we have an ordinance in place (the KCDP)to which our
county is legally bound to follow in order to protect citizens from more of the ravages of sprawl, including
avoidable, dangerous, and beyond inconvenient traffic bottlenecks.
