Re: Agreement with University of Hawaii at Hilo
Enclosed is a resolution to enter into an agreement with the University of Hawai`i at Hilo
to provide up to $50,000 to pilot and complete a feasibility study for an update to the
island-wide public access GIS geodatabase. The University of Hawaii at Hilo's Special
Data Analysis and Visualization lab will provide a feasibility assessment to the Planning
Department that will project cost and time analysis should the department choose to scale
the geodatabase island-wide.
The Planning Department requests that this resolution be waived from the Finance
Committee and be placed on the June 3, 2020 Council agenda, and that the Council waive
their five-day hold-for-reconsideration period in order to expedite this transaction.

REQUEST FOR COUNCIL ACTION

A. REQUEST:
A Resolution authorizing the County(via the Planning Department), pursuant to HRS §46-7, to enter into an
agreement for up to $50,000 with the University of Hawaii at Hilo (or its fiscal agent) to pilot, and complete a
feasibility study for, an update to the island wide public access GIS geodatabase to inform internal
operations and provide information to the public.
Two waivers are requested that would allow time to finalize the agreement before the end of the fiscal year:
1) A waiver from the Finance Committee, to place the Resolution on the next Council agenda.
2)A waiver of the 5-day hold period after approval of the Resolution.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Under the authority of Hawaii Revised Statutes (HRS) 46-6.5 and 205A, the County of Hawai`i's Planning
Department facilitates public access for applicable land-use permits such as subdivisions and certain
developments within the Special Management Area (SMA). Under HRS 46-6.5, Hawaii County Code (HCC)
34 enables the Planning Department to facilitate public access for subdivisions and related permitting, while
HRS 205A provides direct guidance for SMA permitting. The general intent of these mandates is to afford the
general public access to specific activities related to valued resources. Explicit goals stated in the Objectives
and Policies of the Coastal Zone Management Program (HRS 205A-2(a)(b)(c)) include preserving,
protecting, and restoring valuable cultural and natural resources and providing the general public appropriate
access to experience and interact those resources.
Development of an updated and more comprehensive public access inventory management system will
better enable the Planning Department to execute its public access mandates. The Department currently
compiles various permit layers into its ESRI ArcGIS system, but the public acces components and links to
permit files is out of date, nor is it comprehensive enough to facilitate efficient public access management.
The Planning Department would like to engage the Spatial Data Analysis and Visualization (SDAV) lab at the
University of Hawaii at Hilo to pilot geodatabase updates for a region of Hawaii Island. Based on the pilot,
UHH SDAV would provide a feasibility assessment to the Department that would project cost and time
analysis should the Department choose to scale the geodatabase island wide. If/when the project is scaled
island wide, the geodatabase would be used to support a public-facing public access map and inventory.

RE: Resolution No. 648-20 : RESOLUTION AUTHORIZING THE OFFICE
OF THE MAYOR INTO AN AGREEMENT WITH THE UNIVERSITY OF HAWAI`I
AT HILO.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
