Re: Operating Budget
The County of Hawai`i has been awarded $4,453,300 in federally-derived funds from the State
of Hawai`i Department of Transportation in conjunction with the Federal Transit Administration
(FTA)under the Coronavirus Aid, Relief, and Economic Security Act(CARES Act). These.
funds will be used to assist the Mass Transit Agency in covering expenses and/or loss of revenue
due to the coronavirus (COVID-19)pandemic.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill
for an ordinance amending the Operating Budget by appropriating this $4,453,300 grant. The
Mass Transit Agency is requesting that this resolution and bill be waived from Finance
Committee and be placed on the June 3, 2020 Council agenda in order to expedite the receipt of

Requesting a resolution for the County to enter into an agreement with the State of Hawaii Department of
Transportation (HDOT)for a Federal Transit Administration (FTA) CARES Act grant under Section 5311 -
Formula Grants for Rural Areas- Public Transportation Operations.
Please create an ordinance per the agreement in the-amount of$4,453,300.
Requesting to waive Finance Committee and place on the 06/03/2020 Cour\icil Agenda.

RE: Resolution No. 653-20 : RESOLUTION AUTHORIZING THE OFFICE
OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII
DEPARTMENT OF TRANSPORTATION.
Bill No. 175 : AN ORDINANCE TO AMEND ORDINANCE NO. 19-73,
AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2020.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
