The Police Department would like to enter into a five (5) year agreement to acquire 340 Axon body cameras, maintenance and cloud-based storage. The body cameras will be issued to police officers for use in the field island wide. The Police Department requests that this resolution be waived from Finance Committee and be placed on the June 17, 2020 Council agenda in order to expedite this process. REQUEST: To enter into a multi-year agreement for 60 months with AXON Enterprise, Inc. for body camera equipment, maintenance and storage. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Hawaii Police Department would like to obtain a 60 month agreement for 340 Axon body cameras, maintenance and storage. These are to be issued to Officers while out in field to support interactions in the field that they will encounter. The agreement would allow HPD to purchase the required amount of body cameras to get the force outfitted while having the ability to provide maintenance and storage. The Axon Body 2 Camera System was chosen for its existing compatibility with the Taser video management, Statewide equipment unification which will also allow easier joint operations between the Counties with standardized equipment being used, and strict security of stored video. Total purchase of this 60 month agreement shall not exceed$1,814,592.34. Request to waive Finance Carmittee and 5 day hold. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
