RESOLUTION NO. 665 20
A RESOLUTION URGING THE ADMINISTRATION TO PROVIDE FUNDING TO
KEY SECTORS OF THE COMMUNITY AND ECONOMY UTILIZING THE STATE-
PROVIDED ALLOTMENT OF CORONAVIRUS AID, RELIEF, AND ECONOMIC
SECURITY (CARES) FUNDING TO PROMOTE SAFETY, HEALTH,AND WELL-
BEING IN THE HAWAII ISLAND COMMUNITY IN RESPONSE TO THE COVID-19
PANDEMIC.
WHEREAS, on March 4, 2020, Governor Ige issued a series of proclamations declaring
a state of emergency to support ongoing State and County responses to COVID-19; and
WHEREAS, alongside Governor Ige's proclamations. Hawai`i County has also issued a
series of emergency rules, supplementary proclamations, and policies pertaining to the current
pandemic; and
WHEREAS, the Federal CARES Act allocated $1.25 billion to the State of Hawai`i for
COVID-19 response and SB75 allocates over $80 million of CARES Act funds for Hawaii
County for COVID-19 relief; and
WHEREAS, the United States Department of the Treasury has set clear restrictions on
how CARES funding shall be administered and the requirements thereof; and
WHEREAS, Section 8 of SB75 states that the mayor of the County of Hawai`i shall
consult with the Hawai`i County Council before expending any of the funds appropriated by this
section; and
WHEREAS, a plan to reopen key sectors of the economy and Hawai`i County, utilizing
the CARES funding is imperative to the health, safety and economic well-being of our
community; and
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
provides micro-business grants and takes immediate action to support businesses that were
affected by COVID-19.
BE IT FURTHER RESOLVED that Hawai'i County provide the agricultural industry
with financial support to abet supply chain disruption and enhance the resiliency of Hawai'i
Island food security.
BE IT FURTHER RESOLVED that Hawai`i County assist the tourism industry to
integrate new safety requirements and rebuild capacity concurrently utilizing the Hawaii
Tourism Strategic Plan. •
BE IT FURTHER RESOLVED that Hawaii County offer micro grants to at-risk
communities and individuals to promote community health.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable David Ige, Governor; the Honorable Harry Kim, Mayor; Roy
Takemoto, Managing Director; and Deanna Sako, Finance Director.
