RESOLUTION NO. 672 2 0
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY
ECONOMIC OPPORTUNITY COUNCIL FOR A REIMBURSEMENT OF EXPENSES
RELATED TO THE REPAIRS AND RESTORATION OF SEVERAL DAMAGED
HEADSTONES AT 'ALAE CEMETERY.
WHEREAS, the Hawaii County Economic Opportunity Council (HCEOC) is a 501(c)(3)
nonprofit organization and an economic development agency that is dedicated to serving the needs
of the greater community; and
WHEREAS, the Japanese Community Association of Hawai`i (JCAH) is an organization
dedicated to the preservation and furtherance of Japanese culture and heritage; and
WHEREAS, there is a headstone placed at 'Alae Cemetery to commemorate two
unknown Japanese cadet sailors who died at sea and are buried in the cemetery; and
WHEREAS, members of JCAH and the general public gather at 'Alae Cemetery for the
annual Ireito Memorial service to honor and remember the Issei (first generation) pioneers, and
also to honor the two unknown Japanese sailors buried at the cemetery; and
WHEREAS, HCEOC worked in partnership with the Japanese Community Association of
Hawai`i (JCAH) to coordinate the repairs and restoration of several headstones at 'Alae Cemetery
that were damaged or destroyed during a motor vehicle accident in 2017; and
WHEREAS, because the location and condition of these damaged headstones posed a
potential hazard to members of the public who visited the cemetery JCAH expended its own funds
to expedite the completion of this process; and
WHEREAS, HCEOC is requesting funds for a reimbursement of expenses incurred for the
repairs and restoration of several headstones at 'Alae Cemetery; and
WHEREAS, the Department of Liquor Control supports organizations and programs that
provide drug-free and alcohol-free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to Hawai`i County Economic Opportunity Council to reimburse
the Japanese Community Association of Hawai`i for expenses incurred during the repairs and
restoration of headstones at 'Alae Cemetery.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
