RE: Redistricting Commission
Dear Chairman Chung and Council Members:
It is my pleasure to appoint the following individuals to the Redistricting Commission.
Pursuant to the Hawaii County Charter ss 3-17, each nominee represents the council
district in which they reside.
Council District 1 - Meizhu Lui, a retired Executive Director of a non-profit organization.
Council District 2 - Dwayne Yoshina, a retired State of Hawaii Employee with the
Office of Election.
Council District 3 — Cyrus Johnasen, currently works in the Community and
Government Relations Department with the Kamehameha Schools.
Council District'4 - Jennifer Yadao, serves as a Business Agent for the International
Longshore and Warehouse Union (ILWU).
Council District 5 — Stephanie Bath, a small business owner.
Council District 6 —Aina Akamu, a college instructor and high school teacher.
Council District 7 — Bronsten-Glenn Kossow, is the Operations Manager for Paradise
Helicopter.
Council District 8 — Stephen Lopez, retired from Hewlett Packard, Co. and from the
County of Hawaii.
Council District 9 —James Hustace, an art appraiser and a Geographic Information
System (GIS) Instructor.

More Information on the nominees including detailed work experiences, education, and
community service roles are available on their applications, which will be provided to the
Council separately in confidential cover. These qualified residents offer a broad range
of background and diverse perspectives.
Section 3-17 of the Hawaii County Charter also requires the redistricting commission be
appointed and confirmed by July 1 st of the year preceding the redistricting year. To meet
this deadline, I respectfully request that these nominations be waived through
committee and be placed on the June 17, 2020 Council Agenda.

RE: Communication No. _977 : To Appoint Individuals to the Redistricting Commission
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
