RESOLUTION NO. 674 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII FARM
BUREAU FOUNDATION FOR EXPENSES SUPPORTING COVID-19 EMERGENCY
FOOD DISTRIBUTION ON HAWAII ISLAND.
WHEREAS, The Hawai`i Farm Bureau Foundation is a 501(c)(3) nonprofit organization
whose mission is to work with organizations, communities, and individuals involved in the
Agricultural Industry in Hawai`i, to enhance its knowledge and economic opportunity, and to
ensure the protection and health of Hawai`i's agricultural resources; and
WHEREAS, The Hawai`i Farm Bureau Foundation is working with private and public
funding to implement the Big Island Rural Agricultural Industries, Distribution and Growing
Enterprise Strategies (BRIDGES) program by purchasing local farm products and facilitating
distribution to emergency community food service providers, assuring the support of local
agriculture while feeding our communities; and
WHEREAS, the COVID-19 virus has generated anxiety, uncertainty, and reasonable
concerns about our near future; however, this program works to ensure our most vulnerable
households have what they need during this difficult time while maintaining the health of our
agricultural industry; and
WHEREAS, The Hawai`i Farm Bureau Foundation is requesting funds to continue to
provide coordinated services that move locally-produced food into the homes of those who need it
most; and
WHEREAS, the Department of Research and Development supports the development of
a local economy that is diverse, stable, and in balance with Hawai`i's ecology, community
character, and cultural heritage; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Research and Development to provide a grant to The Hawai`i Farm Bureau Foundation for
expenses supporting COVID-19 emergency food distribution.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
