Your Committee on Finance, to which was referred Resolution No. 645-20, reports as follows:
Resolution No. 645-20, transmitted by Finance Director Deanna Sako, via Communication No. 946
dated May 14, 2020, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year lease of real property for the County of Hawaii Police Department (HPD).
This resolution authorizes the mayor to enter into a five-year lease agreement with Milo Storage LLC, at
an estimated monthly cost of$11,120 for 13,900 square feet of warehouse space to be used by the Police
Department.
A motion to move Resolution 645-20 to Council with a positive recommendation was made by Council
Member Richards, seconded by Council Member Eoff. A brief explanation made by HPD Lt. Amaral
stressed the need to store numerous vehicles and other evidence for cases not yet adjudicated and/or
under appeal. Additionally, the new location would provide for a fully enclosed warehouse which
would better safeguard the evidence from theft.
Pursuant to Section 10-11 Hawai'i County Charter, any contract lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution 645-20, and
recommends its adoption.
