Your Committee on Finance, to which was referred Resolution No. 646-20,reports as follows:
Resolution No. 646-20, transmitted by Finance Director Deanna Sako, via Communication No. 947
dated May 14, 2020, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year lease of real property for the County of Hawaii Police Department (HPD) and the
County of Hawaii Fire Department(HFD) in Kea`au, District of Puna.
This resolution authorizes the Mayor to enter into an amended agreement for a three-year lease at an
annual estimated cost of$240 for the Kea`au Police Station and $100 for the Kea`au Fire Station,
effective July 15, 2020 through July 31, 2023.
A motion to move Resolution 646-20 to Council with a positive recommendation was made by Council
Member Richards, seconded by Council Member Villegas. It was noted by Finance Director Deanna
Sako that no location has yet been identified relating to CIP funds for new HPD and HFD departments
for Kea`au.
Pursuant to Section 10-11 Hawaii County Charter, any contract lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution 646-20 and
recommends its adoption.
