Your Committee on Finance, to which was referred Resolution No. 647-20, reports as follows:
Resolution No. 647-20, transmitted by Finance Director Deanna Sako, via Communication No. 948
dated May 14, 2020, authorizes the Office of Mayor to enter into an agreement with the United States
Department of the Interior, National Park Service, pursuant to Hawaii Revised Statutes Section 46-7, for
mutual assistance with the Hawaii Fire Department in an emergency.
This resolution authorizes a Memorandum of Understanding to provide services during emergency
incidents on land administered by the National Park Service.
A motion to move Resolution 647-20 to Council with a positive recommendation was made by Council
Member Villegas, seconded by Council Member Richards.
Pursuant to Hawaii Revised Statutes 46-7, the various counties, with the consent of the council, may
enter into agreements with the federal government or any other public body respecting action to be taken
pursuant to any of the powers granted to it by law and furnish, expend, and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to the powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution 647-20 and
recommends its adoption.
