Good morning Chair Chung and Councilmembers,Thank you for the opportunity to provide testimony at this Special
Meeting of the Hawaii County Council. My name is Cyd Hoffeld and I was born and raised here in Hilo. My step-mother
still lives in our family home on Ainako Avenue. My mother is Myra Aina from Keaukaha and my father was Charles
Makanui,who was born and raised in Laupahoehoe.
I currently live on Terrace Drive in District 2. 1 am here to give my strong support for Communication 774.12 introduced
by Councilmember Poindexter,which proposes to amend Bill No. 144, Draft 3 by increasing the revenue account of Fund
Balance From Previous Year by$10,000 and increases the expense account to the Committee on the Status of Women
by$10,000.
As a former member of the Hawaii County Committee on the Status of Women,the current Hawaii Island Commissioner
for the Hawaii State Commission on the Status of Women, and the Health Promotions Manager for Bay Clinic an
organization that I have been with for 20 years, I am here to express the valuable work that our Committee on the
Status of Women members provides to our community.
As the Hawaii Island Commissioner, I hear the activity reports of the other county Committees and I can tell you without
a doubt that our Committee is the most active in our state. Some of the projects of the Committee include the Family
Services Directory.This directory is updated annually, published,and over 10,000 copies are distributed to every
community throughout our county.
Four years ago our Committee created a Healthy Relationships cell phone safety card as a resource for teens in the
prevention of Teen Dating Violence.These easy to carry cards have been distributed at schools in East and North Hawaii,
in community health centers and during community outreach events across the island. I share them with teachers and
students when I teach Teen Dating Violence Prevention and Healthy Relationship classes in schools, at adolescent
substance abuse treatment centers, and at after-school programs.These cards have reached more than 20,000 youth
over the past 3 years.
One of my favorite activities that the Committee sponsors each year is the Real Women Creative Writing Competition
which is a contest where Hawaii Island students in grades 5th through 12th write an essay about a woman in their lives
who inspire them. Many of the women our children choose are their grandmothers, mothers, sisters,aunties, teachers,
and coaches.The winners of the competitions are celebrated at a luncheon where they share their stories with other
attendees and their families. It is a sweet and heartwarming event and what has made it even more special is when our
County Councilmembers have joined us.
There are other projects that as a Commissioner I am so proud to share with the Hawaii State Commission on the Status
of Women and without their modest budget, our Committee would not be able to continue these meaningful projects
and our children,families,and communities would lose so much.
So I am here to strongly support Communication 744.12 introduced by County Councilwoman Poindexter and I hope you
will too.
