Your Committee on Governmental Relations and Economic Development, to which was referred
Resolution No. 665-20, reports as follows:
Resolution No. 665-20, introduced by Committee Member Matt Kaneali'i-Kleinfelder,urges the
Administration to provide funding to key sectors of the community and economy by using the
State-provided allotment of funding from the Coronavirus Aid, Relief, and Economic Security
(CARES) Act to promote safety, health, and well-being in the Hawaii Island community in
response to the COVID-19 pandemic. This funding was provided in Senate Bill No. 75, as
amended to House Draft 1, which at the time of your Committee meeting had been approved by
the Legislature but was not yet signed by the Governor.
Some members attended by videoconference from Hilo and public testimony was accepted from
remote locations in Hilo and Kailua-Kona, in order to minimize physical contact and to
maximize social distancing, pursuant to the Governor's emergency orders.
Mr. Kaneali'i-Kleinfelder said the CARES funding will be incredibly beneficial if used correctly
and toward the right sectors of our economy to help rebuild what we have lost over the past few
months. He said the resolution was simply an urge to the Administration to do exactly what we
all know needs to be done.
Your Committee is in accord with the purpose and intent of Resolution No. 665-20, and
recommends its adoption.
