Fax(808)961-8569 June 18, 2020 - Aaron Chung, Council Chair and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Operating Budget In FY 2019-20, Ordinance No. 20-43 appropriated $11,554,470 to the Coronavirus Relief— CARES Act account. The Department of Finance requests that the remainder of the federally- derived funds from the State of Hawaii in conjunction with the Coronavirus Relief Fund under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act)be appropriated in FY 2020- 21, by amending Ordinance No. 20-45. These funds are to be used to cover unanticipated costs for necessary expenditures incurred due to the public health emergency with respect to the coronavirus (COVID-19)pandemic. Enclosed is a bill for an Ordinance appropriating $68,455,201 to the Coronavirus Relief—CARES Act account, bringing the total grant award amount to $80,009,671. The Department respectfully requests that this bill be waived from Finance Committee, that a Special Council meeting be held on or before July 1, 2020 for 1st Reading and to waive Council's five-day hold-far-reconsideration in order to expedite this transaction. The County is expected to receive the funds within the next week and due to the urgent need, we would like to begin disbursing funding to the community as soon as possible.
