Re: Operating Budget
In FY 2019-20, Ordinance No. 20-43 appropriated $11,554,470 to the Coronavirus Relief—
CARES Act account. The Department of Finance requests that the remainder of the federally-
derived funds from the State of Hawaii in conjunction with the Coronavirus Relief Fund under the
Coronavirus Aid, Relief, and Economic Security Act (CARES Act)be appropriated in FY 2020-
21, by amending Ordinance No. 20-45. These funds are to be used to cover unanticipated costs for
necessary expenditures incurred due to the public health emergency with respect to the coronavirus
(COVID-19)pandemic.
Enclosed is a bill for an Ordinance appropriating $68,455,201 to the Coronavirus Relief—CARES
Act account, bringing the total grant award amount to $80,009,671.
The Department respectfully requests that this bill be waived from Finance Committee, that a
Special Council meeting be held on or before July 1, 2020 for 1st Reading and to waive Council's
five-day hold-far-reconsideration in order to expedite this transaction. The County is expected to
receive the funds within the next week and due to the urgent need, we would like to begin
disbursing funding to the community as soon as possible. If there are any questions,please do not

RE: Bill No. 176 AN ORDINANCE TO AMEND ORDINANCE
NO. 20-45, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY
OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2021.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
