RE : Amendment to Section 2-118 Relating to Disposition of
Remnant Parcels
Attached please find a bill amending Section 2-118 of the Hawaii
County Code relating to the disposition of remnant parcels .
We believe that the proposal offers a cost efficient means by which
smaller parcels may be disposed of . An increasing number of
inquiries regarding road remnants have brought an awareness to
disposition costs .
Primary costs are survey work, appraisals , and preparation/
processing of environmental assessment . For small remnants , these
costs often exceed the value of the parcel .
As an alternative to the costly independent appraisal for small
parcels , we are proposing that the square foot valuation for real
property tax purposes be used with final disposition being subject
to Council ' s approval . We are also recommending that disposition
costs be passed on or borne by the interested party.
