RE: Tax Board of Review Appointees
Dear Chairman Chung and Council Members:
It is my pleasure to appoint the following individuals to the Tax Board of Review.
Diane Blancett-Maddock — is an attorney and a current resident of Kailua-Kana,
Council District 7.
Ms. Blancett-Maddock holds a Bachelors of Art and a Masters of Art degrees from
Carnegie Mellon University in Pennsylvania and a Juris Doctorate from Ohio Northern
University's College of Law.
Since relocating to Hawaii about 6 years ago, Ms. Blancett-Maddock has been actively
involved in her community serving as the current president of the Kona Crime
Prevention Committee and as a board director of the West Hawaii Humane Society
Foundation.
Ms. Blancett-Maddock states she is not a member of any political party. If confirmed,
she will fill a vacant term to end December 31, 2023.
Michael Okumoto, of Hilo, Council District 2, retired from the County of
Hawaii/Department of Finance after 15 years of service. He was born and raised in
Hawaii and served in the US Air Force and the Hawaii Air National Guard.
Mr. Okumoto obtained his Bachelors of Art in Psychology from Coe College in Iowa and
a Master of Business Administration from the University of Wyoming.

Mr. Okumoto generously volunteers his time in our community and is the current
treasurer and past president of the Aloha Exchange Club of East Hawaii and past
interim chair of the State of Hawaii Deferred Compensation Plan Board of Trustees.
Mr. Okumoto states he is not a member of any political party. If confirmed, he will serve
a term to end December 31, 2024.
As there is a need of the Board, I respectfully request for a breach of deadline and that
these nominations be waived through Committee and be placed on the full Council
agenda of July 8, 2020.

RE: Communication No. 993 TAX BOARD OF REVIEW APPOINTEES.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
