Re: Resolution for multi-year lease

The Department of Finance wishes to lease approximately 22,517 square feet of real
property located at 34 Rainbow Drive, Hilo, County and State of Hawaii, known as the
Old Hilo Hospital Complex, identified as Tax Map Key (3)2-3-026:0.08 to the Big Island
Substance Abuse Council. This location will be used as a residential and outpatient
medical care services and treatment facility.
Enclosed is a resolution authorizing the County to enter into a fifteen (15) year lease with
an option for three (3) additional five (5) year terms, with the Big Island Substance Abuse
Council for the location described above. The anticipated rent shall be $10 per year.

A. REQUEST:
Prepare County Council submittal authorizing the County of Hawaii Finance Department to enter into a
Lease Agreement for fifteen year lease with options to exend to utilize the premises for Big Island Substance
Abuse Council facility (BISAC).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
BISAC will utilize the premises as a residential and outpatient medical care services and treament of
individuals who abuse alcohol and other drugs. It will also be used as office space for administrative
purposes to suport treatment: - The premises has approximately 22,517 sq. ft. of the building, commonly
known as the Old Hilo Hospital, located at 34 Rainbow Drive, in the District of South Hilo, identified as a
portion of tax map key (3) 2-3-026:008. The County currently has an EO with the State to manage and
utilize property for Government Office and Community Services. The rent is a $10.00 annual payment, paid
at the first of every July. The proposed BISAC Lease Agreement will be for fifteen (15) years period from
July 1, 2020 to June 30, 2035 with an option for three (3) additional five (5) year terms.
