Enclosed is a resolution accepting a donation of 442 Gen -7 C -A -T Tourniquets with
RIGID TQ Cases and cross patch with duty belt attachments from the Spirit of the Blue
Foundation, 12771 SW Tooze Road, Sherwood, OR 97140. The tourniquets and
accessories, valued at $30,926.74, will be issued to sworn personnel after completion of
Active Law Enforcement Rapid Response Training/Active Attack Integrated Response.

Please prepare a resolution to accept and acknowledge a donation of (442) Gen -7 C -A -T Tourniquets with RIGID TQ
Cases and cross patch with duty belt attachment. The estimated value is $30,926.74. These tourniquets will be issued
to sworn personnel after the completion of ALERRT AAIR (Active Law Enforcement Rapid Response Training/Active
Attack Integrated Response).

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This donation is primarily funded from Law Enforcement United (LEU). LEU is a national organization of active and
retired law enforcement officers, along with surviving family members of lost officers, who raise money and ride an
average of 250 miles on bicycles into Washington, DC each year for National Police Week to honor fallen officers. The
funds they raise are donated to Concerns of Police Survivors (C.O.P.S.), Officer Down Memorial Page (ODMP) and
Spirit of Blue Foundation.

RE: Resolution No. 685-20 : A RESOLUTION AUTHORIZING THE
ACCEPTANCE OF A DONATION OF TOURNIQUETS WITH ACCESSORIES TO
THE COUNTY OF HAWAII POLICE DEPARTMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
