Dear Chair Lee Loy,
I would like to submit this letter and written testimony on behalf of HPM Building Supply as a business
organization within the building industry in Hawaii.
HPM Building Supply will be celebrating its 100th anniversary as a local business in Hawai'i in the very near
future. Over its history, HPM has consistently demonstrated its commitment to providing our community with
quality products and customer service and innovative solutions to our growing housing needs. From the
manufacturing of custom metal roofing,package homes,prefabricated truss systems,and prefabricated wall
panels,these solutions were developed and implemented with the goal and intent to help provide cost effective
and efficient housing options for our community. HPM's most recent endeavor aimed at another attainable
housing concept and option,is Factory-Built Housing.
Over the past two years HPM has worked collaboratively with the County of Hawaii Building Division to
develop the processes and procedures necessary to effectively implement the Factory-Built Housing provisions of
the currently adopted building code. Through this effort, prototype structures were constructed,and this afforded
both HPM and the County with the opportunity to refine the plans review, permitting,and inspection processes to
support the efficient manufacturing of an attainable housing option for our island residents. Bill 179 as drafted,
will continue to provide the code provisions necessary to support the further development of Factory-Built
Housing as a viable option and solution to our community's growing housing needs.
Included in Bill 179 is the enabling language that carries forward various appendices of the previously
adopted building code to include"Appendix L—Factory-Built Housing." However,further revision and amendment
of this section will be necessary to ensure its effectiveness and capitalize on the efficiencies of manufacturing
processes. In addition,the current draft Construction Code contains language that is inconsistent with the
adopted code(for example: Division 2. Pre-approval,Section 5-4-21,c,2 citing a provision that is not in the current
code). Based on these two comments it would to be beneficial to afford the opportunity to develop a revised draft
Construction Code and address all revisions and establish a solid foundational document.
HPM is committed to working in collaboration with the Building Division,the County Council,and our
community to ensure the development and adoption of effective building codes that ensure occupant and public
safety and provide for affordable and attainable housing solutions.
