Your Committee on Finance, to which was referred Communication No. 983,reports as follows:

Communication No. 983, transmitted by Deanna Sako, Finance Director dated June 9, 2020, requests for
the Council's acceptance of a donation of 3,500 surgical masks to the County of Hawaii from the
Director General Michael Tseng of the Taipei Economic and Cultural Office in Honolulu (the de facto
Consulate-General of Taiwan), with an approximate value of$525, to be used in the fight against
COVID-19.
This request for Council's acceptance of a donation is pursuant to (1) Article XIII, Section 13-12, of the
Hawaii County Charter, which provides that the Council, on behalf of the County,may accept gifts of
donations of money; securities or other personal property or of real estate or any interest in real estate,
and (2) Chapter 2, Article 30, Section 2-162(b), of the Hawaii County Code, which states that a gift or a
donation of money, securities, or personal property not covered by the capitalization procedures (of the
Department of Finance) shall be submitted to the Council by letter for its approval.
Your Committee on Finance is in accord with the purpose and intent of Communication 983, and
recommends the acceptance of the above donation.
