Tuesday, July 7, 2020 at 10:30 am Aloha Chair, Vice -Chair, Committee Members; Chartered in 1919, the Plumbers and Fitters UA, Local 675 is one of the oldest organized labor unions in Hawaii and one of three 'licensed' skilled -construction trades, steeped in a rich history as one of Hawai'i's construction -industry pioneers. On behalf of Local 675, Business Manager Val Ceria and its hard-working members and their families, we would like to thank the Committee on Public Works and Mass Transit for considering a measure that seeks to update Hawaii County's building codes, and to allow for greater efficiency and the conservation of Hawai`i's water resources while protecting the health, safety and welfare of your communities. As strong advocates for water resource conservation and improved efficiencies, Local 675 strongly supports ongoing efforts to update and adopt codes and standards that increase our ability to conserve Hawai`i's valuable water resources and increase efficiencies that reduce time and costs related to construction, while maintaining standards that protect the public's health and safety in the built community. Bill 179 supports such efforts. Consistent with state and county efforts to embrace water resource conservation, quality -control, and improved efficiencies, Bill 179 seeks to consolidate various building codes into a single new chapter, thus streamlining the permitting and plan review process without compromise to the integrity, intent and purpose of the underlying base code provisions that protect the public's health, safety and welfare.
