Aloha Council Members-
I respectfully ask you to delay the build-up of 5G on Hawaii Island,per Resolution 678-20.
1- The attached testimony on the same issue before the Hawaii state legislature spells out some scientific and
personal opinions on the matter. The gist of it is that there is NO research on the long-term health effects of
millimeter waves. The telecommunications industry releases their innovations on the public without doing
necessary health and environmental testing.
They did this with cellphones, Titbits, and all those transmitters now radiating in cars that have bluetooth, rear
cameras, keyless ignition, collision avoidance and lane detection. We know now that 3g cellphones have health
effects, but the research to discover this was not done before cellphone release. And since the FCC's standard
for safety is limited to whether or not radiation burns the skin, it is hopelessly outdated because it doesn't look
at radiation's ability to affect non-skin surfaces. So the health effects research is mostly done in the field, on the
customers.
Since we have the opportunity to sit and watch while the people on Oahu volunteer to try it out for 20 years, why
not do that? Americans' concern for this is not limited to this island, and when there are enough 5G-free zones,
the tech companies will figure out another way to get higher speeds.
And really, is it worth gambling on the health of the keiki in exchange for faster streaming, sending bigger
packets of data, more virtual entertainment options, and enabling self driving cars? How many people do you
know who really need to send big packets of data, or who would suffer if they could not increase their streaming
speed?
The second attachment is useful if you want to read background information on the physics of millimeter
waves.
2 - I would also like to emphasize that there is a future benefit to the Island of Hawaii in being a 5G-free
zone. As you know, since the pandemic, more mainlanders are coming here, interested in buying property
because Hawaii seems to be a safer place to live. In addition, there is a very big number of people that are wary
of 5G, and a smaller, but substantial number who are sensitive to electrical fields, who would be attracted to a
place where they do not have to deal with 5G (on top of all the other things we deal with in life). If you read
local newspapers in areas where 5G has rolled out, you will find that residents are having health effects, and that
they are leaving their homes to find places far from transmitters.
Given the likelihood that TMT will not happen, that our tourism industry is threatened and diminished for the
next few years, that the new drive to spur agriculture will take years to see results, we should be aware of
opportunities to present the Island of Hawaii as a special place. Being a safe and healthy place, beyond aloha
& sunshine, would be a strong attraction. Some of the people who might move here are entrepreneurs and
would bring their commerce with them. The Council might even consider tax incentives for new businesses that
create some useful number of long-term non-construction jobs. (That is, instead of giving tax breaks up front,
agree to tax breaks if that number of jobs maintains for five years.) Comm. No. //V.1 r

3 - Last, as you may know, the US military is developing systems reliant on 5G. And they are increasing training
and presence on this island. (Given the Federal willingness to pay for the extensionof Daniel K. Inouye
highway, we know that they are planning more for PTA.) The greater the military significance of this island,
the more it makes itself a potential target for whoever it is the USA is fighting. A lack of 5G would be one tool to
keep that possibility in:the distant future.

PS - A 2020 bill for State prohibition requests a delay of implementation until 5G is proven safe. It has not gone
far in the legislature. Perhaps that idea can go further here because there are fewer people to impede it.
